Alternatively, the event is less likely to happen when you hit 26 and 36 admin, so you can probably increase your development to 14 and still have a relatively long time before a famine or drought happens, or 19 if you're just avoiding the plague, but if you happen to have several provinces next to each other with higher than 15 development, then you increase your chances of a string of plague events significantly. So, to avoid the events, keep your provinces to a development of 8 to avoid drought and famine and 14 to avoid plague. Plague, famine, and drought will all trigger faster if development is higher than 20, 25, 30, 35, and 40 for plague, and 15, 20, 25, 30, and 35 for famine and drought. Plague will trigger ten times faster for each province next it with the plague event. For droughts and famines, it's a development base at or higher than 3-3-3.
